Ecobee 3 installation: unit ticks and does not start up

I have five wires connected: R, C, G, Y, W (same as on my old Honeywell programmable thermostat which was running with no issues). Already did a search on issue and results indicated low voltage could be the issue. I checked with voltage meter and I am getting 24V between the R & C wires. I had R in Rh = ticking. Tried switching R to Rc to see if that would make a difference. No ticking, but unit does not power up. Any other possible solutions since it does not appear to be low voltage issue?
